My
Fiance/Fiancee want to buy a resale HDB flat
Getting engaged soon and want to apply for a resale HDB flat before
you are officially married? Well, the good news is, YES you are
able to apply for a resale HDB flat under the Fiance/Fiancess Scheme,
but you MUST present your marriage certificate to the HDB 3 months
after the resale completion date and both of you MUST be either
a Singapore Citizen or a Singapore Permanent Resident.
If
your spouse is a not a Singapore Citizen or Singapore Permanent
Resident, you will only be eligible for the Non-Citizen Scheme after
both of you are married. If for any reasons, you choose not to register
your marriage in Singapore, you will only be eligible to apply for
a resale HDB flat under the Single Singapore Citizen Scheme.
Fiance/Fiancee
Scheme (FS)
Since
you are not officially married, you have not form a family nucleus,
hence you are not eligible to apply under the Public Scheme. You
will only be able to apply for a resale HDB flat under the Fiance/Fiancee
Scheme, but you and your fiance or fiancee must meet the following
conditions:
Citizenship
You
and your finance(e) must be a:
• Singapore Citizen (SC); or
• Singapore Permanent Resident (SPR)
Age
You
must be at least 21 and if your fiance(e) is between 18 to 21, his/her
parents MUST consent to the purchase, in other words, they need
to be present when you and your fiance(e) meet up with the HDB officials.
If
your fiance(e) is less than 18, a license to marry from Ministry
of Community Development, Youth and Sports must be obtained and
submitted to HDB for verification, nether less to say, his/her parents
must also consent to the purchase.
Family
Nucleus
You
must list your fiance(e) either as a co-applicant (provided he/she
is above 21) or an occupier (if he/she is under 21 or he/she choose
not to be listed as a co-applicant) in the application.
Additional
Condition
Both
of you must register your marriage with the Registries of Civil
or Muslim Marriages and submit your marriage certificate to HDB
within 3 months from the date of taking possession of the flat.
If
you are applying for the CPF Housing Grant for Family, you must
submit your marriage certificate on or before the date of taking
possession of the resale flat, else you will lose the grant.
If
you are a divorcee, you have to produce the Decree Nisi, Order of
Court and Decree Nisi Absolute for verification.
Income
Ceiling
There
are no income ceiling, however, should you apply for the CPF Housing
Grant for Family, your household income must be less than $8000,
else you will not be granted the CPF Housing Grant.
Ownership
of Private Residential Property
You
and your fiance(e) can own private property but must live in the
resale HDB flat, but if you are applying for CPF Housing Grant,
you or your spouse MUST not be owners of any private property.
Ethnic
Integration Policy
You
are allowed to buy a resale HDB flat in any town or estate, but
provided that the approved proportion of your ethnic group has not
been reached.
The
Ethnic Integration Policy is a government regulation to ensure that
there are equal or even distributions of different ethnic groups
in each town or estate.
CPF
Housing Grant for Family
You
may apply for the CPF Housing Grant for Family if you meet all the
eligibility conditions for CPF Housing Grant Scheme for Family.
Non-Citizen
Spouse Scheme (NCS)
If
your fiance(e) is a non-citizen, but you are a Singapore Citizen,
you will be allow to purchase a resale HDB flat under the Non-Citizen
Scheme after both of you are married. You are not eligible to this
scheme before you are married, been engaged is not legally married.
You need to present your marriage certificate when you apply for
the flat.
To
apply under the Non-Citizen Scheme you must meet the following eligibility
conditions:
Citizenship
You
must be a Singapore Citizen.
Age
There
are 2 different criteria in the minimum age requirement, depending
on the social visit pass that your spouse is holding.
If
your spouse is holding a social visit pass (including work permit),
you must be at least 21 in order to be eligible to apply under this
scheme and your spouse should be granted at least 6 months for his/her
social visit pass.
If
your spouse is holding a social visit pass (including work permit)
but is less than 6 months, you could only apply under this scheme
if you are at least 35
If
the social visit pass expires during the resale transaction, you
have to produce the renewed social visit pass at the point of completion
of the resale transaction.
Family
Nucleus
You
are married to a non-citizen.
Income

There
are no income ceiling, however, should you
apply for the CPF Housing Grant for Single, your household income
must be less than $3000, else you will not be granted the CPF Housing
Grant.

you are a Singapore Citizen and your fiance(e) is a non-Citizen
and both of you have no intention of registering your marriage in
Singapore, then you will only be able to purchase for a resale HDB
flat under the Single Singapore Citizen Scheme. The eligibility
conditions are :
Citizenship
You
must be a Singapore Citizen.
Age
You
must be at least 35 if you are unmarried or divorced.
If
you are widowed, you must be at least 21.
If you are an orphan who does not have other siblings below 35 buying
a separate flat under the Orphans Scheme, Joint Singles Scheme or
SSC Scheme, you must be at least 21.
Marital
Status
You
must be unmarried, divorced or widowed.
Income
Ceiling
There
are no income ceiling, however, should you apply
for the CPF Housing Grant for Single, your household income must
be less than $3000, else you will not be granted the CPF Housing
Grant.
